Fulton County was formed December 21, 1842, from territory taken from Izard County. It is named for William S. Fulton, the last governor of Arkansas Territory. The county seat is Salem.
  
Named for the Hebrew word "shalom" or the Arabic word "salaam" for peace, the city of Salem is located approximately 26 miles northwest of Cherokee Village
